Independent External Consultant – Migration Data & Forensics

About the role

The International Organization for Migration (IOM) seeks an Independent External Consultant to lead the evaluation of the ‘Strengthening the Capacity of Nigeria Immigration Service (NIS) in Border Security and Management’ project. The consultant will assess data integration, synchronization, and forensic document examination capacities across three major Nigerian airports and NIS headquarters.

Key responsibilities

• Design and implement mixed‑methods evaluations covering the full 24‑month project period.
• Assess MIDAS data integration, synchronization, and ICT infrastructure performance.
• Evaluate forensic document examination tools, training effectiveness, and operational sustainability.
• Produce evidence‑based reports, including indicator verification, triangulation, and recommendations.
• Coordinate with NIS officials, IOM staff, and other stakeholders, and travel to project sites as required.

Required profile

• Advanced university degree in monitoring and evaluation, information systems, migration studies or a related field (or equivalent experience).
• Minimum seven years of progressive experience in project evaluation, institutional assessment or M&E for government, international organisations or donor‑funded programmes.
• Demonstrated ability to work independently with diverse stakeholders and no conflict of interest.
• Excellent analytical, facilitation, presentation and English report‑writing skills.

Required skills

• Mixed qualitative and quantitative evaluation methods.
• Evaluation matrices, indicator verification and triangulation techniques.
• Knowledge of MIDAS and other border‑management information systems.
• Experience evaluating forensic document examination processes and ICT‑supported systems.
• Integration of gender equality, human rights, inclusion, ethics and data‑protection considerations.
