Independent External Consultant for Migration Data Evaluation

About the role

The International Organization for Migration (IOM) seeks an independent external consultant to independently evaluate the Strengthening the Capacity of Nigeria Immigration Service (NIS) in Border Security and Management project. The consultant will design and implement the evaluation methodology, collect and analyse evidence, and produce high‑quality deliverables.

Key responsibilities

• Design and implement the evaluation methodology in line with the Terms of Reference and ethical requirements.
• Collect, analyse and triangulate quantitative and qualitative evidence across all project components.
• Prepare and submit all deliverables (inception report, data‑collection tools, final report) in English following IOM templates and brand guidelines.
• Flag any access, security, ethical, data‑quality or conflict‑of‑interest concerns promptly.

Required profile

• Advanced university degree in monitoring and evaluation, information systems, migration studies, statistics, public administration or related field (or equivalent experience).
• Minimum seven years of progressively responsible experience in project evaluation, institutional assessment or performance monitoring for government, international organisations or donor‑funded programmes.
• Demonstrated ability to work independently with diverse stakeholders and willingness to travel within Nigeria.

Required skills

• Mixed qualitative and quantitative evaluation methods, including evaluation matrices, indicator verification and triangulation.
• Experience evaluating ICT‑supported systems, border‑management information systems (e.g., MIDAS) and forensic document examination tools.
• Ability to integrate gender equality, human rights, inclusion, ethics and data‑protection considerations into evaluations.
