ICLA Programme Development Manager – Nigeria (Maiduguri)

About the role

The Information, Counselling and Legal Assistance (ICLA) Programme Development Manager will lead the design, development and implementation of ICLA projects for displaced and conflict‑affected populations in Nigeria. The role provides technical leadership, ensures programme quality and supports capacity building across NRC’s area offices.

Key responsibilities

• Develop ICLA strategy, technical SOPs, guidelines and macro‑level logical frameworks.
• Ensure compliance with NRC policies, tools and donor requirements.
• Prepare and manage funding proposals, project budgets and donor reports.
• Oversee overall management of project staff and coordinate implementation activities.
• Monitor project documentation, budgets and deliverables against proposals and donor expectations.
• Build capacity of project staff and transfer key technical skills.
• Liaise with local and national authorities, partners and represent NRC in relevant forums and clusters.
• Promote the rights of IDPs, returnees, refugees and migrants in line with advocacy strategies.

Required profile

• Minimum 5 years senior‑level project implementation experience in humanitarian or recovery contexts.
• Proven experience in legal assistance, protection or ICLA programmes.
• Demonstrated ability to manage budgets, donor reporting and proposal development.
• Experience working with government bodies, NGOs and other stakeholders.
• Willingness to travel across Nigeria and work in challenging environments.
