About the role
The Information, Counselling and Legal Assistance (ICLA) Programme Development Manager will lead the design, development and implementation of ICLA projects across Nigeria, supporting displaced and conflict‑affected populations. Reporting to senior management, the manager will provide technical expertise, ensure programme quality and coordinate with partners and authorities.
Key responsibilities
- Develop ICLA strategy, technical SOPs, guidelines and macro‑level logical frameworks.
- Ensure compliance with NRC policies, tools, handbooks and donor requirements.
- Prepare and manage funding proposals, project budgets and donor reports.
- Oversee overall project staff management and coordinate implementation activities.
- Provide capacity‑building and knowledge transfer to ICLA staff and partners.
- Liaise with local and national authorities, represent NRC in forums, clusters and working groups.
- Advocate for the rights of IDPs, returnees, deportees, refugees and migrants.
Required profile
- Minimum 5 years of relevant experience in humanitarian programme development, legal assistance or protection.
- Proven experience in managing multi‑partner projects and donor reporting.
- Strong understanding of displacement contexts and national legislation in Nigeria.
- Excellent communication and stakeholder‑engagement skills.
