Group Head of Business Development, Tendering & Regulatory Compliance

About the role

The Group Head will lead business development, tendering, regulatory compliance and Nigerian Content Development across the organisation's marine logistics and oil & gas divisions. Reporting to the MD/CEO, the role drives market penetration, secures major contracts and ensures adherence to all statutory requirements.

Key responsibilities

• Develop and execute group‑wide business and strategic sales plans for oil & gas and non‑oil sectors.
• Coordinate and review all RFQ and ITT responses, managing technical and commercial tender submissions.
• Oversee bid processing for EPC, civil construction, dredging, marine, O&M contracts and ensure successful award.
• Manage client bidding portals such as NJQS, ARIBA and NOGIC‑JQS.
• Represent the group in B2B meetings and maintain relationships with key regulators and partners (NNPC, NAPIMS, NCDMB, ExxonMobil, etc.).
• Lead regulatory compliance, obtain operational permits and manage expatriate quota approvals.
• Act as the Nigerian Content Development (NCD) Advisor, driving NCD planning and implementation.

Required profile

• Extensive senior‑level experience in business development and tender management within oil & gas or marine logistics.
• Proven track record of securing large‑scale EPC and infrastructure contracts.
• Deep knowledge of Nigerian regulatory bodies and the NCD Act.
• Strong stakeholder management skills with government agencies and major oil companies.
