Executive Director, Policy & Strategy

About the role

The Executive Director, Policy & Strategy will lead the design, implementation, and evaluation of policy initiatives and strategic frameworks across the Nigerian Governors’ Forum (NGF). The role ensures evidence‑based policies align with national and sub‑national priorities and drives programs that enhance governance effectiveness and intergovernmental coordination.

Key responsibilities

• Lead research, drafting and dissemination of policy briefs, position papers and strategic reports for the NGF.
• Design and implement NGF’s strategic frameworks, monitor and evaluate initiatives to track progress and outcomes.
• Facilitate high‑level engagements with federal and state governments, development partners and civil society, and lead advocacy to influence policy reforms.
• Provide technical assistance and policy advisory to state governors, and develop peer‑learning platforms.
• Utilize data analytics to inform policy decisions and establish systems for tracking socio‑economic and governance indicators.
• Design and deliver capacity‑building programmes to strengthen policymakers’ abilities and foster knowledge exchange across states.

Required profile

• Minimum 10‑12 years of progressive experience in public policy development, governance advisory or strategic management.
• Advanced degree (Master’s) in Public Administration, Policy Analysis or Strategic Management preferred.
• Proven track record working with government institutions, multilateral organisations or policy think‑tanks.
• Deep understanding of Nigeria’s governance structures, intergovernmental relations and international best practices.
• Strong analytical, communication and stakeholder‑management skills, with high integrity and leadership capability.
