About the role
Provide leadership and management for technical activities related to the consolidation of the ECOWAS Customs Union and the harmonisation of domestic taxes across the Community.
Key responsibilities
- Lead regional fiscal and customs reforms and oversee implementation of the ECOWAS Trade Convention (ETC) and related dispute resolution.
- Assist member states in fiscal transition and develop a regional framework to facilitate dialogue among stakeholders.
- Represent the Commission in policy dialogues at regional and international levels and monitor international commitments on taxation and customs.
- Develop and communicate compliance programmes for customs tariffs and domestic taxes, including standard operating procedures.
- Advise on customs policy, propose reforms to increase revenue, reduce fraud and smuggling, and promote trade‑facilitation measures.
Required profile
- Master’s degree in Social Sciences, Business Administration, International Relations, Public Administration, Law or Political Science.
- At least 12 years of progressively responsible experience in economic and social development, preferably within an international organisation focused on West Africa.
- In‑depth knowledge of ECOWAS regional rules on customs tariff classification, origin of goods, and tax compliance policies.
