Consultant for Impact, Cost & Scalability Assessment of TSTS in PHC

About the role

Pathfinder International is seeking an experienced consultant to lead the quantitative evaluation of its Task Sharing and Task Shifting (TSTS) intervention across 222 primary health‑care facilities in Kaduna and Kano states. The assignment will assess the intervention’s impact on integrated PHC service efficiency, its cost‑effectiveness, and scalability.

Key responsibilities

• Design and implement an Interrupted Time Series (ITS) analysis to measure changes in PHC service efficiency.
• Conduct a value‑for‑money analysis to estimate the cost, cost‑effectiveness and potential return on investment of the TSTS model.
• Prepare a comprehensive report summarizing quantitative findings, cost estimates, and scalability recommendations.
• Coordinate with the parallel qualitative consultant to ensure methodological coherence.
• Present results to Pathfinder stakeholders and support the development of policy briefs.

Required profile

• 5‑9 years of experience in monitoring and evaluation, health economics, or related fields.
• Demonstrated experience conducting quantitative impact evaluations in low‑resource health settings.
• Strong analytical skills and ability to work independently under tight deadlines.
