Consultancy to Assess Impact, Cost, and Scalability of TSTS on PHC Efficiency

About the role

Pathfinder International seeks an experienced consultant to lead the quantitative evaluation of its Task Sharing and Task Shifting (TSTS) framework implemented across 222 primary health care facilities in Kaduna and Kano states, Nigeria. The assignment will quantify the intervention’s effect on service efficiency, cost, value for money, and scalability.

Key responsibilities

• Design and implement a robust quantitative evaluation methodology aligned with Pathfinder’s objectives.
• Collect, clean, and analyse service delivery and cost data from the 222 PHC facilities.
• Estimate the impact of TSTS on integrated PHC efficiency using appropriate statistical techniques.
• Assess cost-effectiveness, value for money, and potential for scaling the intervention to other regions.
• Prepare a comprehensive technical report with findings, recommendations, and actionable insights for stakeholders.

Required profile

• Advanced degree (Master’s or PhD) in Health Economics, Public Health, Statistics, or a related quantitative field.
• Proven experience conducting large‑scale quantitative evaluations in health systems, preferably in low‑resource settings.
• Strong understanding of task sharing/shifting models and integrated primary health care.
• Excellent analytical, writing, and presentation skills.
