National Consultant for OOSC Policy, Strategy & Implementation Plan

About the role

UNICEF is seeking a National Consultant to lead the development of a comprehensive policy, strategy and implementation plan for Out‑of‑School Children (OOSC) in Nigeria. The assignment is home‑based, runs for 5.5 months, and supports UNICEF’s effort to address the twin crises of high OOSC numbers and low learning outcomes.

Key responsibilities

• Conduct a thorough analysis of the current OOSC landscape and learning gaps in Nigeria.
• Draft a national OOSC policy aligned with UNICEF’s evidence‑based approaches.
• Design a strategic framework and detailed implementation plan, including monitoring and evaluation mechanisms.
• Coordinate with government ministries, partners and civil‑society stakeholders to ensure ownership and feasibility.
• Produce high‑quality deliverables, such as policy briefs, strategic documents and progress reports.

Required profile

• National of Nigeria with a strong background in education policy, strategy development or related fields.
• Minimum 5 years of experience in designing and implementing education‑sector policies or programmes.
• Demonstrated experience working with government agencies, NGOs or international organisations.
• Excellent analytical, writing and presentation skills.
