About the role
UNICEF is seeking a National Consultant to lead the development of a Foundational Learning (FLN) policy and implementation plan for Nigeria’s education sector. The role supports the Federal Ministry of Education and contributes to UNICEF’s country programme for 2026‑2027.
Key responsibilities
- Develop a comprehensive FLN policy for Nigeria, building on gaps identified in the FLN Landscape analysis.
- Map the number and location of non‑formal learning centres in collaboration with state governments and partners.
- Provide strategic advice to the Federal Ministry of Education, State Education Authorities and development partners.
- Prepare evidence‑based recommendations and draft policy documents for review and endorsement.
- Ensure alignment of the policy with UNICEF’s broader education objectives and country programme.
Required profile
- Master’s degree in Education Development, Foundational Learning, Sustainable Development, Education Policy, Teacher Training, International Relations or related field.
- Minimum 8 years of experience in improving learning quality, preferably in curriculum development, teacher professional development, or pedagogy.
- Proven experience supporting government‑led education reforms in Sub‑Saharan Africa or a comparable context.
- Demonstrated expertise in education sector planning, especially out‑of‑school programming.
- Excellent written and oral communication skills for translating evidence to diverse stakeholders.
