National Consultant – FLN Policy Development (Education)

About the role
UNICEF is seeking a national consultant to lead the development of Nigeria’s Foundational Learning and Numeracy (FLN) policy and its implementation plan. The consultant will work closely with the Federal Ministry of Education, state governments and partners to strengthen foundational learning across the country.
Key responsibilities
- Develop the national FLN policy and a detailed implementation plan based on the FLN landscape analysis and evidence.
- Map and document the number and locations of non‑formal learning centres in collaboration with state authorities.
- Provide technical advice to the Federal Ministry of Education and support the integration of the policy into UNICEF’s 2026‑2027 country programme.
- Coordinate with UNICEF technical teams to ensure alignment of policy recommendations with global best practices.
Required profile
- Master’s degree in Education Development, Foundational Learning, Education Policy or a related field.
- Minimum eight years of experience in improving learning quality, preferably in curriculum development, teacher training or out‑of‑school programmes in Sub‑Saharan Africa.
- Proven experience supporting government‑led education reforms and translating evidence for diverse stakeholders.
- Demonstrated expertise in competency‑based education standards and instructional design in low‑resource or multilingual settings.
