Learning and Scaling Lead (Nigeria)

About the role

The Learning and Scaling Lead will support the Country Lead in designing and implementing a learning, scaling, and evidence synthesis agenda for education and skills‑for‑employment programmes in Nigeria. The role translates programme evidence into operational insights and actionable policy recommendations.

Key responsibilities

• Design and maintain a learning, scaling and evidence synthesis agenda, defining priorities, research questions and validation mechanisms.
• Develop tools and systems to track progress against learning and scaling milestones and standardise reporting and data collection.
• Collect data, generate evidence on effective interventions, and facilitate cross‑partner knowledge exchange through peer‑learning workshops and reports.
• Coordinate the drafting of evidence‑based recommendations for strategic decision‑making, government planning and funding strategies.
• Lead the production of knowledge products such as learning briefs, policy notes, case studies and sector‑facing publications.

Required profile

• Bachelor’s degree in International Development, Public Policy, Education, Economics, Political Science or related field (Master’s degree is an asset).
• Minimum 7 years of experience in education, skills‑for‑employment, development or policy programmes, including work with national or sub‑national governments.
• Experience in evidence generation, policy analysis, system reform or scaling innovative practices, preferably with outcomes‑based financing mechanisms.
• Proven track record of producing high‑quality analytical reports, policy briefs and evidence‑based recommendations.
