International Consultant – OOSC Policy, Strategy & Implementation (Remote)

About the role

UNICEF is seeking an International Consultant to lead the development of a comprehensive Out‑of‑School Children (OOSC) policy, strategy and implementation plan for the Education Section in Nigeria. The assignment is remote‑based with required travel to Abuja and other locations as needed, lasting approximately 5.5 months.

Key responsibilities

• Analyse the current education crisis in Nigeria, focusing on out‑of‑school children and learning outcomes.
• Draft an evidence‑based OOSC policy and strategic framework aligned with UNICEF’s education objectives.
• Develop a detailed implementation plan, including timelines, resource needs, and monitoring mechanisms.
• Engage with national stakeholders, partners, and UNICEF teams to ensure policy relevance and feasibility.
• Produce high‑quality reports and policy documents for internal and external use.
• Provide technical guidance and capacity‑building support to education programme staff.

Required profile

• Advanced degree in Education, Public Policy, International Development or related field.
• Proven experience in education policy development, preferably in low‑resource or crisis contexts.
• Familiarity with the challenges of out‑of‑school children in Nigeria or similar settings.
• Strong analytical, writing and presentation skills.
• Ability to work independently, manage deadlines and travel as required.
