International Consultant for OOSC Policy, Strategy & Implementation Plan

About the role

The consultant will support UNICEF and the Federal Ministry of Education in developing a comprehensive Out‑of‑School Children (OOSC) policy, strategy and implementation plan for Nigeria. The role involves evidence‑based policy design, coordination with state governments and partners, and alignment with UNICEF’s 2026‑27 country programme.

Key responsibilities

• Develop the OOSC policy and strategic framework for Nigeria, building on the 2022 OOSC Framework and incorporating latest evidence.
• Collaborate with the Federal Ministry of Education, state governments and partners to map non‑formal learning centres and produce an implementation plan aligned with UNICEF’s 2026‑27 country programme.
• Draft policy documents, strategy papers and guidance notes, and provide technical advice to ensure alignment with national education reforms.

Required profile

• Master’s degree in Education Development, Sustainable Development, Education Policy or a related field.
• Minimum eight years of experience in education sector planning, policy development and supporting government‑led reforms in Nigeria or a comparable Sub‑Saharan African context.
• Proven experience designing initiatives that address enrolment, retention, dropout and transition for school‑aged children.
