About the role
The Financial System Strengthening (FSS) Associate Consultant will support the Adamawa State Primary Healthcare Development Agency and the Adamawa State Ministry of Health under the EU SARAH grant. Working closely with UNICEF’s IPM Specialist, finance team and health programme team, the consultant will help strengthen financial management systems across the state.
Key responsibilities
- Conduct state‑level Training of Trainers on the selected accounting software to build implementation capacity.
- Lead the rollout of the accounting software and oversee data migration for all participating entities.
- Deliver bi‑monthly financial management training for PHCDA accountants at state, LGA and ward levels.
- Prepare quarterly FMSS progress reports, highlighting achievements, risks and recommendations.
- Establish a knowledge system to capture lessons learned and best practices.
- Conduct quarterly grant performance reviews and variance analyses to support corrective actions.
- Undertake sample assessments in five LGAs together with the PHCDA Internal Audit and Finance team.
Required profile
- Minimum BA degree in Social Sciences, Business Administration, Finance, Accounting, Audit or related field.
- At least 5 years of progressive experience in financial management, accounting controls and partnership management.
- Experience supporting donor‑funded health programmes, preferably EU‑funded.
- Experience working with government institutions and sub‑national health agencies is an advantage.
- Fluent written and spoken English with strong report writing and presentation skills.
