About the role
UNICEF is seeking an experienced education consultant to lead the development of a Foundational Learning (FLN) Policy and its implementation plan for Nigeria. The position is office‑based in Abuja for a six‑month fixed‑term assignment.
Key responsibilities
- Lead the design and drafting of a national FLN Policy and accompanying implementation guidelines.
- Collaborate with the Chief of Education, Education Manager (Learning), and relevant government and agency partners.
- Provide strategic advice on curriculum alignment, teacher professional development, and out‑of‑school programming.
- Translate evidence and best practices into actionable recommendations for stakeholders.
Required profile
- Advanced university degree (Master’s or higher) in Education Development, Foundational Learning, Sustainable Development, Education Policy, Teacher Training, International Relations or related field.
- Minimum 8 years of experience improving learning quality, preferably in Sub‑Saharan Africa.
- Proven track record supporting government‑led education reforms and scaling curriculum‑aligned content.
- Fluency in English.
Required skills
- Education sector planning and strategy development.
- Knowledge of FLN landscape in Sub‑Saharan Africa, especially Nigeria.
- Familiarity with competency‑based education standards and instructional design in low‑resource or multilingual settings.
