Consultant for Development of Foundational Learning Policy

About the role

UNICEF is seeking an experienced education consultant to lead the design of a Foundational Learning (FLN) policy and its implementation plan for Nigeria. The consultant will work from the Abuja office, reporting to the Education Manager (Learning) and under the overall supervision of the Chief of Education.

Key responsibilities

• Lead the development of a comprehensive FLN policy and accompanying implementation guidelines.
• Coordinate with the FME, partner agencies, and government stakeholders to ensure alignment with national education reforms.
• Provide strategic advice on curriculum, teacher professional development, and competency‑based standards.
• Translate evidence and best practices into actionable recommendations for policy rollout.
• Support the scaling up of quality, curriculum‑aligned learning materials for foundational literacy and numeracy.

Required profile

• Advanced university degree (Master’s or higher) in Education Development, Foundational Learning, Sustainable Development, Education Policy, Teacher Training, International Relations or a related field.
• Minimum 8 years of experience improving learning quality, preferably in curriculum development, teacher training, or pedagogy in basic education.
• Proven experience supporting government‑led education reforms in Sub‑Saharan Africa or a comparable context.
• Fluency in English and strong written and oral communication skills.
